Rachel also advises clients on start-up and day-to-day operational and compliance issues, addressing federal and state fraud and abuse laws such as the Stark Law, Anti-Kickback Statute, and Civil Monetary Penalties Law, as well as Medicare/Medicaid reimbursement, licensure and accreditation, telemedicine, HIPAA, and other laws affecting healthcare transactions and operations, including fee-splitting and corporate practice of medicine laws.

  • Routinely provides strategic counsel to healthcare clinics, home health agencies, and nurse registries regarding licensure requirements and navigating the complexities of regulatory approvals.

  • Advises medical spas and wellness clinics on startup operations, guiding them through business formation, regulatory and operational compliance, and preparing for eventual sale or acquisition.
